עוה"ד חוסאם ארמלי הינו עורך-דין במחלקה המשפטית של כונס הנכסים הרשמי, ומשמש בא-כוח הממונה על הליכי חדלות פירעון ושיקום כלכלי – מחוז חיפה והצפון, במשרד המשפטים.

בשנת 2010, עוה"ד ארמלי הוסמך כעורך-דין, והוא החל את דרכו במשרד כעורך-דין במשרד פרטי בחיפה אשר עסק בתחום הבנקאות, הוצאה לפועל וחדלות פירעון. שם, עיקר עבודתו התמקדה, בין היתר, בייצוג זוכים, בנקים וחברות גדולות ומובילות, הליכי גבייה נגד חייבים, הליכי כינוס נכסים, והליכי חדלות פירעון לבקשת חייבים ונושים.

בשנת 2014, הוא הצטרף למחלקה המשפטית של כונס הרשמי והממונה על חדלות פירעון – מחוז ירושלים, ובתחילת שנת 2020 עבר למחוז חיפה והצפון.

בשנת 2018 הצטרף עו"ד ארמלי כשותף בצוות ההובלה של הכונס הרשמי בפרויקט ההטמעה של חוק חדלות פירעון אשר נכנס לתוקפו בחודש ספטמבר 2019.

כשנה לאחר מכן, הוא הוסמך על-ידי הממונה הארצית על הליכי חדלות פירעון ושיקום כלכלי להכריע במגוון סוגיות ובקשות הנוגעות לניהול השוטף של הליכי חדלות הפירעון.

בשנת 2015, עוה"ד ארמלי סיים בהצלחה קורס הכשרת בוררים במכון לאמנויות המשפט באוניברסיטת תל-אביב.

בנוסף על כל אלה, עוה"ד ארמלי פעיל במישור החברתי-ההתנדבותי, כאשר בין היתר הוא מכהן חבר דירקטוריון ב״בית הגפן – מרכז תרבות ערבי-יהודי״ (תאגיד עירוני בחיפה), חבר בוועדת הרווחה של עיריית חיפה, וכן חבר בארגון הרוטרי העולמי; שם הוא נמנה עם חברי מועדון רוטרי סטלה מאריס חיפה וחבר פורום האתיקה של האזור ברוטרי ישראל. 

Housam Armaly, Adv.

Adv. Housam Armaly is an attorney at law, working for the Official Receiver in charge of a debt default (insolvency) and economic rehabilitation proceedings – Haifa District and Northern Region in the Ministry of Justice.

He obtained his license to practice law in 2010 and began his career in a private law firm in Haifa, dealing with banks in execution procedures and action in default of debts. There, most of his work was focused, among other things, on representing winners, mainly banks and prominent and leading corporations, in collection proceedings against debtors, foreclosure proceedings, and insolvency proceedings at the request of debtors and creditors.

In 2014, Adv. Armaly was hired as a lawyer in the legal department of the Receiver in charge of insolvency (default on debts) – in the Jerusalem District.

At the beginning of 2020, he moved to the Haifa District and the Northern Region.

In 2020, Adv. Armaly was empowered by the National Commissioner for Insolvency Procedures and Economic Rehabilitation to decide on various issues and requests related to the day-to-day management of insolvency proceedings.

In 2015 he completed his Arbitrators Training Course at the Institute of Legal Arts, Tel-Aviv University. In addition, Adv. Armaly is involved in a social-volunteering activity in the community.

As such, he serves as a board member of “Beit Hagefen – The Arab-Jewish Cultural Center” (a municipal foundation in the city of Haifa), a member of the Haifa Municipality Welfare Committee, and a member of the Rotary Organization, both as a member of Rotary Stella Maris Haifa Club and a member of the Ethics Committee of Rotary Israel.
