Mr. Shmuel Har Noy is an accomplished veteran of the Israeli army having reached the rank of Lieutenant General – Reserves. He earned an MA degree in Physiology and Pharmacology from Tel Aviv University as well as an MA degree in Public Health from the Uniformed Services University of the Health Sciences in the United States. Prior to studying at the Mandel School for Educational Leadership, Shmuel Har Noy served as the Commander of the Israeli Defense Forces School for Military Medicine. Since completion of his studies at the Mandel School for Educational Leadership, Har Noy has held several positions in public systems and non-profit organizations including as Deputy Civil Service Commissioner, Director General of Alliance Israelite Universelle, Coordinator of the National Program for the Advancement of Education at the Ministry of Education, and Director General of The National Library of Israel. He has served as the Director General of Zefat Academic College since 2009.
